[kernel32/tests #4] Add extra tests for SetCurrentDirectory

Hi,

(Again independent from the other kernel tests patches).

These tests show why the patch to msi ("Fix a test for systems with 
%TEMP% only one level deep") was needed.

Although MSDN specifies that SetCurrentDirectory adds a trailing 
backslash when not given, this doesn't however work when changing to 
root directories.
