[crypt32/tests] Don't crash on NT4

Hi,

Every single test of "CryptMsgControl(msg, 0, i, NULL)" makes the test 
crash on NT4.

Juan already agreed with the fact that we should skip these tests 
altogether without checking explicitly for NT4. Maybe the way I did it 
(one big if(0)) raises some questions.

These tests where already skipped on anything below NT4.
