[2/2] shell32/tests: Fix wrong comment and update test accordingly.

After testing a little bit on my Win2k I'm able to create link
(shortcut) of MyComputer on the Desktop by using drag&drop and a
modifier key (ALT, SHIFT or CTRL), so it seems the comment is wrong
about reporting SFGAO_CANLINK when querying from Desktop being a bug of
Windows.

This patch fix the comment and expected values and add a todo_wine.
