[ 1/3] kernel32/tests: Add tests for GetVolumeInformationA and volume enumeration

Add tests for GetVolumeInformationA testing the different root dir formats.
Add tests enumerating volumes and attempting to open them. A number are
marked todo_wine.
All tests pass on XP.
