ntdll: add missing RtlReAllocateHeap valgrind hook, add tests

This adds the missing valgrind hook, and adds tests that
show up the old problem if run under valgrind.
It doesn't fix the leak Rob found, just puts a FIXME there.
I don't trust myself to fix that leak at the moment,
perhaps someone else can have a look.
