[include #1] Add missing GdipGetLogFontA definition

Hi,

In an effort to fix some gdiplus:font failures on Windows 98 I converted
some tests to use A-functions. This however showed some deficiencies in
our A-implementation.

The last patch of this series will actually change the tests the first
ones are to fix our A-implementation for these tests.
