[1/2] D3D: Limit d3d8 and d3d9 vshader constants to 256

All the cards I have have 256 constants, so I am not able to effectively test 
it. I'd be glad if someone could run the dxcapsviewer and make sure it really 
does what it is supposed to do.

The chances that the tests break on Alexandre's machine if I messed something 
up are pretty high because there are tests checking if the 
SetVertexShaderConstant limits fit the advertised cap.
