[transl] Port checkmakefile perl script to wrc_parse php script

Hi,

This replaces the current perl script with a php one. The reason is that 
for the "Pedantic" mode I want to use some of the existing php stuff. 
It's ugly to have the perl script create several files (lang and 
summary) and then have a php script changing those files again.

If this one is accepted I will start sending the "Pedantic" mode patches.
