[1/20] include: add WIC pixel formats needed for PNG

This patch series moves the PNG support from olepicture to WIC. I've checked it with Willem van Schaik's very extensive PNG test suite.

It should fix loading/display of PNG's with alpha channels and/or grayscale PNG's, but that could have been fixed in olepicture without a rewrite.

The main reason to move PNG code to WIC, of course, is so that the code can be used by gdiplus and d3dx.
