ntdll: add partial support for HEAP_FREE_CHECKING_ENABLED heap overrun detection (take 3)

Changes since last post:

Follow Alexandre's suggestions:
- Use kernel32 heap functions in test.
- Enable debug heap for all heaps (except initial virtual one,
which is created extremely early, before GlobalFlag is sensed).
