[shell32/tests 1/5] Cope with non-English Vista+ and short names in the title bar of explorer windows

Hi,

We had several Dutch Windows 7 boxes with test failures the other day. 
Turns out that the full path on Vista+ is shown in English but the short 
one is shown translated.

Tested on a German Windows 7 with both settings and also as a user, as 
'Als Administrator ausfuehren' and as a real administrator.
