[kernel32 1/2] Fix a crash with GetLongPathNameW and UNC path names

Hi,

This patch fixes a crash when called with a NULL buffer and 0 len (to 
request the needed length). It's by far complete but a first step.

Changed the ERR into a FIXME as UNC paths are allowed.

Should help http://bugs.winehq.org/show_bug.cgi?id=19807 to get further.
