mciwave: MCI Capability returns number of wave devices.

Hi,

I've sent Paul and Gert tests that prove correctness of this patch in configurations with and without sound.
Ideally, I'd like to submit my current tests file first, followed by individual patches that eliminate some todo_wine each.  However it's not easy at all to write a test file that passes in several configurations of Wine in the presence of stubs (e.g. todo_wine is appropriate in one configuration, but generates "succeeded inside todo block" in another one). So for now, I'll submit some mciwave patches in the order code first, then test.
