explorer: quiet a few fixmes

According to MSDN, any program that implements an appbar should send ABM_ACTIVATE and ABM_WINDOWPOSCHANGED messages to inform the implementation when the appbar gets the corresponding window messages. It does not explain how the system should use this information. The FIXME's for these messages produce a lot of output, and knowing that a program uses them is not very useful.
