[shell32/tests 3/4] Change some tests with respect to Vista

Hi,

Changed some of the Vista detection logic to check for existence of possibly
created directories.

It also seems that Vista introduced the pre-Win32 error codes again !! These
errors codes make a bit more sense btw than the ones before this patch :)
