winedbg: add a crash dialog for --auto mode (4th try)

  Another version of the patch

This time, apart from the code being in winedbg, there is an option to 
disable the dialog with HKCU\\Wine\\Winedbg\\ShowCrashDialog set to 0. 
The kernel32 debugger test uses this feature to work without user 
interaction.
