[user32] Allocate buffer on heap (Bug 17076) (Try2)

Hi,

(Try2 with the needed HeapFree)

This fixes a regression (commit 7804129e68a0b25549b729854c15706827140b46).

Some called functions assume that buffer is always on heap. That isn't the case
anymore.
