gdi32: add LPtoDP cast

Adds logcal points to device points conversion for source bitmap
before bit stretching.
Fixes bug 16585: http://bugs.winehq.org/show_bug.cgi?id=16585

No conformance test, sorry. I'm just not that good in C and WinAPI for
writing tests.
