WineD3D: Check if GL accepts 4 component specular colors

Use this patch instead. It inverts the quirk logic to only use 4  
component colors if GL allows it, rather that not using it when GL  
disallows it. Since the spec disallows it, that's the better approach,  
although in practise it does not make much difference
