[transl 1/3] Prepare the move of ver.pl into checkmakefile.pl

Hi,

Currently ver.pl makes use of the conf directory. Next patches will make
it rely on all the possible translations we know about (kernel32 nls
files). As a matter of fact, Wine is already partially translated in all
these languages because of the nls files.

checkmakefile.pl can easily generate a list of all these possible
translations but ver.pl needs to know about them as well. Instead of
passing yet more stuff between scripts the plan is to incorporate ver.pl
into checkmakefile.pl

summary.pl will follow later as well.

We probably need a name change from checkmakefile.pl to something but
that's for the very last patch (if at all).
