[transl 2/4] Move the resource parsing out of the makefile parse loop

Hi,

I need to move this out of the makefile parse loop to be able to first
do a call for kernel32 resources (this gets all the languages we know
about) and then parse everything. I didn't want to introduce a whole lot
of code for getting the languages from kernel as mycheck() can already
do that.
