Stub implementation for ftd2xx.dll (Second try)

Hello,

ftd2xx.dll is a library to talk to FTDI USB devices. These devices are used
by many electronic gadgets and are used in many selfbuild elektronic
designs. The library exists on Win32 (talking to ftdibus.sys) and Linux (via
libusb). Appended patch adds this library as a stub. Some further patch lets
me physically programm the EEPROM on the device vie the FTDI delivered
program "MPROG.exe". The patchset should be minimal, run make-makefiles, 
autoheader and autoconf

The headers are now edited to something sensible.
