Winhlp32 crashes on launch

When winhlp32 is launched in current git with no options the program 
crashes in the WINHELP_GetWindowInfo method on line 277 (attempts to 
dereference a null pointer). Patch makes sure that the method has a help 
file before trying to access the property.
