[user32/tests] Fix a test failure on Win95

Hi,

Win95 doesn't handle ENUM_CURRENT_SETTINGS correctly and returns rubbish
in some of the struct members.

The check for dmDeviceName covers Win95 and Win98 (maybe even WinME) but
it's the easiest way to add the broken() while at the same time limiting
the scope of this broken().
