[setupapi/tests] pSetupGetField returns A or W string depending on OS

Hi,

No test failures on Win98 as lstrcmpW always fails (returns 0) on Win9x.
It turns out that pSetupGetField actually returns an ANSI string on 
Win9x. I wanted some way to show the distinction in the report file so I 
opted for win_skip() instead of a simple trace().

No response on wine-devel so I thought to just send it in.
