opengl32: add opengl 3.1 extensions

Hi,

Add opengl 3.1 extensions AND don't export opengl 1.2 extensions since
Microsoft doesn't do that. I can't separate this into two patches
because old gl.spec files (the files used to generate opengl32.dll)
aren't online anymore.
