[user32/tests] Skip some tests on Win9x/WinME

Hi,

Check for Win9x/WinME by using a W-function (as discussed with Dmitry).
The tests are broken on these platforms so it's better to skip, this was 
the easiest check as last errors didn't change.

I've left the other A-calls as is to have a bit more test coverage of Wine.

I've also corrected some ok() messages while at it.
