[5/5] WineD3D: Implement EvictManagedResources

Ok, this probably does not reflect the D3D semantic 100% - I should rather 
keep the GL resource around, but get it out of video memory, but there's no 
way to do this in GL. Deleting the GL resource has the advantage that it 
takes it out of the non-wine managed address space. This helps gameslike Half 
Life 2 that load more and more resources during gameplay and keep them around 
in case they're reused.
