[4/5] WineD3D: Work around a bad crash in fglrx

Note that we'll be stuck with the buggy fglrx version on r300, r400 and r500 
cards for a while. ATI has stopped supporting these cards in newer driver 
releases(way too early, IMHO), and I think it will take another 6-12 months 
and new Ubuntu release before the open source drivers are mature enough 
before we can tell people to switch to the open source driver.

On a sidenode, I think that GL_LIMITS(textures) is the wrong value for the 
point sprite limit(should be texture coordinates), but this is beyond the 
scope of this patch - I just stick to the old behavior on healthy drivers.

The crash does not occur on dx10 capable radeon cards with the newest 9.4 
Catalyst driver. I do not know if this is because of the new driver, or 
because of a different codepath. Until we know I'll keep the workaround 
active for a while until we can assume that the new driver is widespread 
enough.
