inetmib1: Fix memory leaks

This will change the behavior of bug 17996 from failing a test to
running indefinitely.  On the other hand, the condition that leads to
bug 17996 (duplicate IP addresses in the route table) seems to be a
relatively rare configuration, so fixing the memory leak before I've
fixed the bug seems prudent.  Thanks to Chris Ahrendt for reporting
and reproducing it.
