[setupapi] Fix passing a NULL parameter (Coverity)

Hi,

Addresses Coverity #925. Just some basic tests to show that passing a
NULL parameter will lead to an error, not to a crash.

SetupUninstallOEMInf is available as of XP/W2K3.
