[tools/wine.inf.in] Set the correct initial service pack information

Hi,

The initial registry setting was wrong. Installing MMC for XP complained
about our service pack being higher than the 'patch'.

Using winecfg to first go to W2K and then to XP is the current
workaround (next to changing the registry manually of course).
