msi: Subscribe to SetProgress event on adding progress bar control to dialog

Hi,

This patch must solve problem with displaying the progress bar step in 
installation process.

The problem is using the SetProgress event in msi dialogs to set progress bar 
step without a subscription to this event. Therefore this is no processing of 
this event, because the subscription list define that events will be 
processed.
