Website: Place a prominent link to the Wiki developer pages at the top.

IMHO, the Developer FAQ is not easy enough to find starting at www.winehq.org;
this should make it one step closer.  Someone should really determine what
content is missing from the Wiki dev pages, add it there, and then just point
the main dev page of winehq.org to the Wiki.
