[advapi32/tests] Fix a test failure on Vista+ (Try 2)

Hi,

(Try2 adds an extra DeleteFile test and comments).

Vista+ had a different last error when this test was run from the users 
home directory (or any subdirectory). The reason is that on a default 
Vista+ system the account that runs the eventlog service doesn't have 
enough rights for the users home directories. I confirmed this by 
changing the rights on the home directory.

I also added some extra tests to show that it's just this one particular 
test that has a different effect on Vista+.

As already explained on wine-devel, the currently failing test happily 
succeeds when run from any other directory.
