winmm/tests: Grant flaky position progress test more time.

Hi,

after all, what's tested is that progress is made (and accessorily that
the time formats match). On my machines the matches were pretty close,
but a loaded machine or a virtual one may not react promptly.

This patch is independent in today's series.
