[PATCH 9] mciwave: Use the current device ID for notification.

Hi,

This improves compatibility, allowing to use the native winmm.dll.
Well, that's not all that's needed, but it's a start.

I've no idea why openparms.wDeviceID is not filled at that time by the native
winmm (but will be when winmm_mciopen returns).  Perhaps that's part of an
undocumented "shareable" protocol for the other drivers?

This patch depends on the previous one.

Well, that's all for today.  I forgot the "now ulaw plays correctly" patch to GSM711.
