tools/runtests: add WINETEST_TIMEOUT so automated test rigs can enforce per-executable timeouts

Two tests (ole32.marshal and mshtml/dom) need killing by
hand almost every time I run the valgrind tests, so
here's a little noninvasive patch to make runtests
obey a WINETEST_TIMEOUT environment variable.
If set, it specifies how long to let the test program run
before killing it.
If not set, behavior is as before.
