msg711: Correct wave format parameters remove stuttering.

Hi,

the other day I needed a break from the MCI so I reviewed
the µ-law code for the stuttering bug. Here it is :-)

Now the ulaw sample from Wikipedia plays as well as the IMA-ADPCM one.
