[advapi32/tests] Fix some test failures on Vista without a servicepack

Hi,

Slowly fixing the remaining eventlog test failures. As said before 
mainly for documentation purposes (for now).

Tested on Vista, VistaSP2, Win7 and W2K8-R2 (and XP/W2K3 to verify I 
didn't mess up the tests on other OS's).
