crypt32(4/9): Correct tests for CertIsValidCRLForCertificate

This test was invalid, because the CRL didn't contain the extension I
thought it did (it was the result of the mistaken test I removed in
patch 3.)  This patch corrects the encoded CRL and the results
obtained with it, and adds another test that shows that the issuing
distribution point extension is in fact used by
CertIsValidCRLForCertificate.
