[shell32/tests] Change a trace into a skip for skipped tests

Hi,

The comment suggests that only XP and W2K3 have an issue here. I see it 
on all my W2K+ boxes. Give it a few rounds on test.winehq.org to decide 
whether the comments need changing (or more).
