[shell32/tests 2/6] Only fetch some special folders once

Hi,

There is no need to fetch these folder names on every file/group check. 
Do it once and in the same go make sure we can cope with systems that 
don't have CSIDL_COMMON_PROGRAMS (aka win9x).
