Changelog:
        kernel32.dll: Reduce Registry access to KEY_READ wherever possible

In many places reading the Registry is enough to work even when write access 
is denied.

Changes to previous versions of the patch: MAXIMUM_ALLOWED in locale.c was not 
required, made diff with -p and to apply with either patch -p0 or -p1
