wininet: Quiet a fixme

This one was what spurred me to look at the user agent code:  wininet
was outputting a fixme for INTERNET_OPTION_USER_AGENT when called with
a internet handle, but the tests already show that it should fail in
this case, so a fixme really isn't merited.
