ole32: We do need to implement Commit/Revert for non-root storage. (try 2)

I have tests (which I will send shortly as a series of 3 patches) showing that it is possible to open a non-root storage object in transacted mode and that the Commit and Revert methods of those objects do have some effect.

We have a comment stating, incorrectly, that these methods do not need to be implemented, and an implementation that contains no debug traces, making it impossible to know when they are called. I've removed the incorrect comment and added FIXME's.

With patch this time.
