1/3 winex11: add get_xrender_picture

Hi,

This patch adds get_xrender_picture for retrieving and allocating
XRender pictures for a physDev. The updated version creates two
Pictures one for general use and one for use without clipping. The
next patch will add X11DRV_XRender_SetDeviceClipping which will make
ExtTextOut a bit nicer and more efficient.
