[setupapi/tests] Fix some test failures on Win98

Hi,

Now that we cleanly remove the inf file after the tests, the Win98 boxes 
show the same errors.

I wasn't able to reproduce the other 4 failures (on some boxes, but only 
on VMware and with a full winetest run?) so that needs more investigation.
