1/3 winex11: add get_xrender_picture

Hi,

This is an updated version of get_xrender_picture patch. Compared to
the previous version the 'is_source' parameter has been removed. A
future patch will add a get_xrender_picture_source. Further a common
function has been added to allocate a xrender picture (this function
will be used by get_xrender_picture_source).

At this point there are two get_xrender_picture calls in ExtTextOut
which both do the same. This will be addressed in a future patch which
will move the SetDeviceClipping part to
X11DRV_XRender_SetDeviceClipping. In that patch the first call to
get_xrender_picture will also set the clipping region.
