this fixes bug #17777

Even though it unblocks some hanging MIDI apps, it does not help all apps with MIDI issues.

I have written lots of MCI test cases covering waveaudio, cdaudio and sequencer that I need to put into submittable form. They pass on several MS-Windows machines and confirm my patch.
